스웨덴, 외국인 입국 제한 실시(7.7 까지)

1. 스웨덴 정부는 3.19(목)부터 시행되고 있던 외국인의 스웨덴 입국 제한 조치를 7.7(화)까지 연장하여 실시하겠다고 발표하였습니다.

2. 입국 제한 조치 개요
  ※ 아래 사항은 스웨덴 정부측에서도 계속 업데이트가 되고 있는 상황으로, 보완이 되는대로 계속 수정할 계획입니다.
  ※ 지난 3.19(목) 발표한 입국 제한 조치의 내용과 동일합니다(기간만 연장 적용).

  1) 시행기간 : 3.19(목) - 7.7(화)

  2) 제한대상 : 모든 외국인(한국 포함)

  3) 적용예외
      ※ 면제 관련 상세 설명 내용 (https://www.regeringen.se/artiklar/2020/04/fragor-och-svar--inresestopp-till-eu-via-sverige/)

     (1) 다음에 해당되는 자들 중에서 '스웨덴에 있는 거주지로 복귀'하려는 이유로 입국하려는 자(people whose reason for travelling is to return to their home)
       - EU 회원국, 영국, 노르웨이, 아이슬란드, 리히텐슈타인, 스위스 국민(are European Economic Area or Swiss citizens, or are family members of such a citizen)
       - 스웨덴 또는 EU 회원국 장기 체류 지위 획득자(have long-term resident status in Sweden or another European Union Member State;)
       - 스웨덴 또는 유럽경제지역(EEA) 또는 스위스 내 일시적 또는 영구적 체류 허가 보유자(have a temporary or permanent residence permit in Sweden or another European Economic Area state or Switzerland; or)
       - 스웨덴 비자 보유자(have a national visa for Sweden)

   (2) 특별히 긴급한 필요성이 있거나, 스웨덴 내 필수적인 기능을 수행하는 자(people who have particularly urgent needs or who are to carry out essential functions in Sweden)로서 주요 사례는 아래와 같음.
       - 보건의료 전문가(healthcare professionals;)
       - 국경 지역 근로자(frontier workers;)
       - 상품 운송 및 관련 인력(personnel transporting goods and other staff in the transport sector;)
       - 외교관 및 영사 업무 수행자(diplomatic officials and certain paid consular officials and their families and employees;)
       - 국제기구 인력 및 군인 등(people working in international organisations, military personnel and aid workers;)
       - 경유자(passengers in transit;)
       - 긴요한 가족 사유(people with imperative family reasons;)
       - 국제적인 보호가 필요한자 및 기타 인도적 사유(people in need of international protection or who have other humanitarian reasons)

     ※ 상기 (2) 관련, 동 사례는 망라적이지 않습니다(not exhaustive).
     ※ 실제 면제를 부여하는 것은 국경 통제를 이행하는 스웨덴 경찰청(국경 담당)의 주관 사항으로서, 면제 여부는 건별(case-by-case)로 판단하여 현장에서 결정됩니다(It will be a matter for the enforcing authorities (primarily the Swedish Police Authority) to determine in each individual case how the exemptions are to be interpreted and which decisions are to be made.).
